I have done couple of these for simple presentations and moving properly constrained parts in assembly using SolidWorks to make some short videos not that hard once you get the basic idea how it works. However spraying water (depending how realistic it needs to be ) would require physic mechanics like collision detection and so on, I would maybe look into Blender but I hear it takes some time to learn.
On other hand if you just want to show expanding cone of water from the nozzle it is doable in SW if you are patient enough
