What is the name of the component given in the drawing, Is the drawing complete in terms of dimensions like in the second attached image im not able to understand between those two dimensions

The titleblock has been removed, so the name of this part is unknown. It looks like some sort of lever or pivoting handle, but it's name is probably based on how this part is used.
Based on a quick review, I guess the drawing is fully dimensioned.
The left side of the part is fairly complex with lots of features requiring many dimensions. I believe the 0.8 dimension defines the lowest point of the R4 curve. The 0.6 dimension defines the offset distance from the center to the left flat, which the R4 curve extends to.
