how can the convert the cgr format to stp or iges.

I'm unaware of any software to convert CGR to anything else. CGR files are just a bunch of triangles that represent the skin of a part. Converting those triangles into the mathematical data of STEP or IGES isn't easy, let alone a poor match to the original 3D model.
Go back to the source of the CGR data and ask them to provide the original CATIA file, or the STEP file.
