I am Using White Light Scanner i want to create surface but unable to create hole part surface

Could U elaborate your question.
Surface creation over the scanned part can be done using automatic surface creation tool In "Quick Surface reconstruction" Module or by manually in the same.
better try to create planar sections and model it in Either Part Design or Generative shape design.
