Hi there so if you are thinking of the 30 dia it has to do with the model diameter actually you have to draw the model with 30 dia and then give it tapering and the
11-20 degrees are the angle limits its the pinion we are talking here so its like the limits of the angle or like between which angles must be so it has to do with the topics called "limits" not the one we do in maths but in terms of designs
