Having the details of the material you are punching and the shape / area that will be sheared by the punch the minimum size the shoulder of the punch tool to be strong enough, is a straight forward calculation but probably not worth the bother of working out. Any punch tool you design the dimensions of the punch shoulder will be set by the dimensions of the standard tool holders fitted to the punch machine you are intending to use the punch in. If the punch you design has been designed with the capacity of the machine it is to be used with properly and to fit the standard tool holders, the shoulder of the punch sized to fit the tool holder, should be both strong enough and work
