Are you after the "look"? Or do you have to model it?
If you're just after the look, you can just add an appearance to your model and go with that.
If - for any reason - you have to model it, I believe the Sweep feature will be the easiest way to do it; sweep a circle along a sine wave-ish path, then make a couple of interlocking copies of it and pattern them to make the whole piece of fabric.
