how to prevent this part from rotating while fixing to another part ?

    Make both square holes and use a bolt with square neck. What ever you do, you will always need a secondary operation, machine a flat on the bracket, add an additional bend to the bracket, punch a rectangle bump on the bracket. If you plan to use two holes, make one for the bolt and the other for a smaller diameter rolled pin.

    Add a pin keyway on the side of the screw hole,
    Install the bolt and place the appropriate pin key at the same time

    I would add additional bends to the bracket so that when it it installed it has no choice but to be parallel.

      you could weld a piece of sheet metal to the mounting place as a limit stop for your angle
