i suggest you to go with wireframe and then use fill command to make it as surface.
kindly find the screenshot in attachment below, and reply and tell me wether you got what you want.. ill send you the part file..
break the part up into 12 sections (30°) and just model one section. Looks like a multi-section surface from the outside to the inside. Then use a circular pattern for the other sections. Add fillets between sections as last step. (I think this would be easier with solids, but it can be done in surfacing)
