"Best"... unless there's limitation(s) within the software, is a matter of preference.
CATIA, Windchill/ProE, NX, SolidWorks, SolidEdge, Inventor... there are plenty of choices more than adequate to the task.
The limitation depends on the skill you have on the software. If your goal is to draw that tank you can make it in any drawing software. The best software is the one that you already mastered.
