Problem with up to next extrusion in catia

So I was trying a pad with the up to next option and doing and offset in a sketch with two concentric circles. These circles have different offsets. So I first did a pad up to next with an offset of 20 mm with the small circle. Then I tried to do the same with the large circle, but with an offset of 32 mm, but then the problem came, because The up to next option instead of working with the face that it is supposed to, it is working with the upper face, so the offset is not working properly. I don't understand why it is happening that. I could fix the problem doing an up to surface or up to plane and select the face, but I still don't understand why the up to next option was not working properly. I'm new to Catia V5, so I'm still learning. Any thoughts?

I attach the file, the drawing and an image of the problem. I put and offset of 1 mm, so that you're able to see where the pad stops

Good question. I don't know why UP TO NEXT is using the upper face, but it might have something to do with 1, 2, or 3 below:

1. why are you adding another cylinder, when it's already in the part?

2. I think UP TO NEXT should go to the shoulder on top of the Ø30 cylinder. Although it could also go to the top of the Ø23 cylinder, or the inside face that you think is the next limit. With multiple possibilities, it's probably best to use the UP TO PLANE like you said.

3. In the dialog panel, it says the profile is COMPLEX, but the tree shows SKETCH.2. Why are they different?

4. Nothing wrong with this, but for a simple part like this I'm curious why you're using Body.2 instead of the PartBody.
