What is the proper dimensioning of drawings in solidworks which has complex part.

I am trying to put dimension in this part....
can anyone tell me what must come first in line,,, the long dimensions or short dimensions?

The way you add dimensions plays a big role in how the part is manufactured, and the resulting tolerances.
The image shown is a terrible example of part dimensions. Those might be suitable dimensions to use when modeling the part, but no manufacturer will want to build, or inspect a part based on the dimensions shown.
